About Us

The Office of International Relations promotes UC Berkeley to international audiences and advances the university’s mission of teaching, research, and public service by:

  • Connecting with alumni, parents, friends, and institutional partners abroad in ways that inspire meaningful support, collaboration, and engagement.
  • Facilitating philanthropic giving for our international donors.
  • Coordinating and managing Berkeley’s international alumni network, which includes more than 20 Berkeley Clubs and several regional contacts in 33 countries throughout the world.

Meet our team:

  • David Jeu

    Assistant Vice Chancellor
    djeu@berkeley.edu

    David has over 29 years of experience in fundraising and nonprofit management. He leads the International Relations team and works with campus units in generating financial support for academic and institutional priorities from international constituencies.

  • Florence Gaberell-Julien

    Associate Director

    A native of Switzerland, Florence has worked in International Relations for over 10 years. She manages Berkeley’s International Alumni Network and the office’s communications. She is passionate about connecting people and working with volunteers worldwide.

  • Tara Horton McCulloch

    Associate Director
    tmcculloch@berkeley.edu

    Tara works with international constituents to facilitate philanthropic giving to Berkeley.  Her areas of expertise include major gifts, annual fund, donor relations, grant writing, communications, and brand management.

  • Jesse McClain

    Development Associate
    jessemcclain@berkeley.edu

    Jesse supports the work of the International Relations team. Being enthusiastic about data, he assists the team by implementing long term strategy for using data to enhance major gift work and alumni engagement.
